This association runs in collaboration between World Heath Organization's regional offices in all the European countries and the governments of Belgium, Finland, Greece, Norway, Slovenia, Spain and Sweden. There are also other co-partners involved in this regard like the Veneto region of Italy, The European Investment Bank, the Open Society Institute, the World Bank, The London School of Economics and Political Science and finally The London School of Tropical Medicine and Hygiene. The functions of the Observatory comprises of a Steering Committee, research policy group and staff. The head office has been set up in Brussels and has branch offices in London and Berlin.
